Aspirational district concept based on objective parameters: Programme scientifically designed,

Union Minister Dr Jitendra Singh visits Sitamarhi and reviews the developmental scenario under the Aspirational District Programme (ADP)

Union Minister of State (Independent Charge) Science & Technology; Minister of State (Independent Charge) Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh said, the Aspirational District concept is based on objective parameters and the Aspirational District Programme (ADP) is scientifically designed with evaluation based on certain essential indices.

Accordingly, 112 districts were identified across the country for special focus to bring about transformation.

Dr Jitendra Singh said the Aspirational Districts programme launched by Prime Minister four years ago is aimed at localizing Sustainable Development Goals, leading to the progress of the nation. This was stated by the Minister while reviewing the progress of work being carried out in the Sitamarhi district of Bihar last evening under the Aspirational District Programme (ADP). Sitamarhi is one of the 13 Aspirational Districts in Bihar.

Dr Jitendra Singh said that ADP has emerged as a shining example of competitive & cooperative federalism, where Districts are prodded and encouraged to first catch up with the best district within their state, and subsequently aspire to become one of the best in the country, by competing with and learning from others. He informed that the broad contours of the programme are Convergence (of Central & State Schemes), Collaboration (of Central, State level ‘Prabhari’ Officers & District Collectors), and Competition among districts through monthly delta ranking; all driven by a mass movement.

Regarding the work done in Sitamarhi, Bihar under ADP, Dr Jitendra Singh noted with satisfaction that it has made considerable improvement across various socio-economic indicators and the district is one of the top performers in the State under the Education Scheme. In education, the district has strived to improve the ‘pupil-teacher ratio in elementary schools from 16% to 35% in the last 4 years, indicating improvement in governance and capacity building.

Sitamarhi is also nearing saturation in indicators related to school infrastructure and it has also initiated innovative best practices such as the initiation of Modern Libraries, initiating a mass movement to have wholehearted participation from students, teachers and parents, which can be replicated in other districts.

Dr Jitendra Singh was given a detailed presentation by District Magistrate Sunil Kumar Yadav who apprised him of the progress made in key indicators related to pregnant women’s health and child nutrition that address issues like MMR and IMR. The district has shown good improvement in indicators such as ‘percentage of institutional deliveries’ ‘percentage of children fully immunized, ‘percentage of underweight children under 6 years. The Minister directed the concerned officers to work with utmost dedication in order to be amongst the top in the ranks of the Programme.

The District Magistrate informed that based on good work done in ‘Agriculture and Water Resources’ on ADP indicators, Sitamarhi has been rewarded with 5 projects with an estimated cost of 302.69 lakh on 22nd March 2022 including the Establishment of Mushroom Spawn production unit and the Establishment of Custom Hiring Centre of Farm Machinery for purpose of Agriculture mechanization in Sitamarhi.

Referring to Prime Minister’s special focus on financial inclusion, Dr Jitendra Singh directed the officials to work hard and strive for saturation in financial inclusion is the ‘number of Jan Dhan accounts opened’ and in Health that is ‘Percentage of children fully immunized (9-11 months). The district also needs to improve the administrative reported data quality, the Minister added.

Noteworthy to mention that the Centre has directed Union Ministers to visit different aspirational districts for official appraisal of the ground-level assessment of the initiative. Launched by the Prime Minister in January 2018, ADP aims to quickly and effectively transform under-developed districts across the country. The broad outline of the programme includes Convergence, Collaboration and Competition among districts through monthly delta ranking, all driven by a mass movement.

With States as the main drivers, this program focuses on the strength of each district, identifying low-hanging fruits for immediate improvement and measuring progress by ranking districts on a monthly basis. The ranking is based on the incremental progress made across 49 Key Performance Indicators (KPIs) under 5 broad socio-economic themes – Health & Nutrition, Education, Agriculture & Water Resources, Financial Inclusion & Skill Development and Infrastructure. The delta-ranking of Aspirational Districts and the performance of all districts are available on the Champions of Change Dashboard.

Textiles Ministry holds National Conference on PM Mega Integrated Textile Regions and Apparel Park (PM MITRA) Parks Scheme

13 State Governments present plans of 18 proposals for setting up PM MITRA Parks in their respective states
A National Conference on PM Mega Integrated Textile Regions and Apparel Park(PM MITRA) Parks Scheme was organized by the Ministry of Textiles on 4th May 2022. The conference was inaugurated by Shri U.P Singh, Secretary, Ministry of Textiles followed by a detailed presentation on the PM MITRA Parks Scheme by Smt. Shubhra, Trade Advisor, Ministry of Textiles.

The Conference provided a platform for making presentations by officials from 13 State Governments, viz. – Andhra Pradesh, Bihar, Chhattisgarh, Gujarat, Karnataka, Madhya Pradesh, Maharashtra, Odisha, Punjab, Rajasthan, Tamil Nadu, Telangana, Uttar Pradesh enumerating the contours of the 18 proposals for setting up of PM MITRA Parks in their respective states. Each state government showcased its strengths in the textiles sector with a special focus on scheme/policy/benefits/incentives and basic utilities provided for creating an industry-friendly ecosystem to populate the proposed PM-MITRA Parks.

PM MITRA Park will offer the opportunity to create an Integrated Textiles Value Chain right from spinning, weaving, processing/dyeing and printing to garment manufacturing etc. at one location and will reduce the logistics cost of the Industry. The conference also witnessed widespread participation from the Industry in physical as well as virtual mode leading to a vibrant Q&A session, followed by the closing session summarizing the outcomes and elaborating on the way forward of successful scheme implementation.

Former President Trump says he has ‘transformed the face of the Republican Party’ as he stumps for Oz in PA Senate primary

Former President Donald Trump spoke Friday in Pennsylvania in support of senatorial candidate Dr. Mehmet Oz.

Trump, who officially endorsed Oz in the Republican primary earlier this month, boasted during his speech that he “transformed” the GOP.

“Tuesday’s primary results are just the latest proof that we have transformed the face of the Republican Party,” said Trump. “Thank goodness.”

“It’s hard to imagine anything that would derail his support. So if he wants to become the nominee in ‘24, I think he’s very likely to achieve that.”

The senator’s assessment comes days after Ohio senatorial candidate JD Vance – a former critic of Trump – won the Republican primary with the former president’s endorsement.

The Multiverse of Madness continues the story of Benedict Cumberbatch‘s Master of Mystic Arts as he and his allies deal with a threat plaguing the MCU multiverse. The Sam Raimi directorial has characters travelling into different universes to deal with the said threat. Due to the multiverse now being a reality in MCU, there will be loads of surprises in the movie.

Benedict Cumberbatch is just one part of the magic of the film. In fact, the film’s MVP is definitely Elizabeth Olsen as Wanda Maximoff aka Scarlet Witch. She is phenomenal as the grief-wrought, verging-on-madness Scarlet Witch and makes you wonder if she is, indeed, the most powerful character in the MCU. For those who haven’t watched WandaVision, her storyline in Multiverse of Madness continues directly from the events of the Disney+ show where she takes a town hostage while trying to deal with her grief of losing Vision in the Infinity War. She conjures up twins Billy and Tommy, but loses them during the course of the show. And it is her belief that her sons exist somewhere in the multiverse that fuels her actions in Multiverse of Madness.

Will Smith’s ‘Emancipation’ pushed to 2023, Apple Eyes New Date After Oscars’s Slap.

Don’t expect an “Emancipation” for Oscar winner Will Smith in 2022. Originally expected to drop on the fall festival circuit later this year, the actor’s next film from Apple, and co-produced by his production company Westbrook Studios, is planning to delay the film’s release to sometime in 2023.

Directed by Antoine Fuqua (“Training Day”), the movie would have been the first release for Smith following his assault on comedian Chris Rock during the 94th Oscars. As a result, he was banned from attending the Oscars and other Academy-related events for 10 years.

Variety says that post-production on the film is still ongoing, which is another possible factor as to the schedule pushback. However, most likely, Apple wants to wait a year and hope Smith’s reputation has recovered somewhat by fall 2023, to give Emancipation its best shot at being positively received by audiences and critics. It spent over $100 million on producing the film, after all.
